The KSD Group completed Construction Project Management services of the Concord Police Facility and site development in January 1997 for the Concord Redevelopment Agency. The Concord Police Facility resides at the heart of downtown Concord, within walking distance of the Concord Bart Station
This 68,000 square foot, three-story police facility is equipped with a 911 dispatch center, juvenile and adult detention cells, a men’s and women’s fitness center, K-9 kennels, a Hazardous Materials/Explosives Storage Room and a remote warehouse building, in addition to the numerous administrative offices and community space.
KSD provided full service project management, including entitlement and preconstruction, value engineering, on-site and off-site development, building construction, construction scheduling and project cost control, FF&E coordination, punchlist and document closeout. Fourteen months into construction, the low-bid general contractor filed Chapter 11, causing KSD’s role to expand significantly to include direct coordination with the bonding company and each subcontractor for supervision of the work, payment and change order processing.
In spite of the legal consequences of the general contractor’s bankruptcy, the project was completed within one month of the original project schedule and approximately $500,000 under budget.
