PACIFIC BELL DIESEL ENGINE GENERATOR FACILITY

KSD was hired by Pacific Bell as Construction Manager for the installation of a new 8.0 megawatt emergency generator facility, comprised of four 2.0 megawatt Caterpillar/Kato diesel engine generators and associated electrical switchgear, mechanical equipment, and a 5 KV distribution substation; earthquake repair; and removal of outdated boiler plant, chiller plant, and turbine generator system from the basement and roof of the existing high-rise telephone equipment building.

Throughout the project, KSD had the responsibility, in the absence of a general contractor, of coordinating all contractors and consultants, acting as Owner’s agent in scheduling, approving invoices for the work, and auditing of invoice backup. KSD provided full-time, on-site supervision and directed not only all contractors and consultants involved in the work but also the many groups within Pacific Bell and AT&T affected by the construction.

KSD initially assisted Pacific Bell with a study to determine if the generators should be turbine driven, as originally designed, or if they should be changed to diesel engines. The study indicated a savings of $1,200,000 would be realized, and the project was redesigned for diesel engine drivers.

The Loma Prieta earthquake added a new scope to the project. The building sustained significant structural damage, and KSD took on liaison between the original design consultants and the building’s structural evaluation and repair team. The structural repair imposed significant design changes on the generator project, well after construction was started. The magnitude of these structurally-imposed changes exceeded $700,000; however, KSD was able to fast track the modifications with both the consultants and contractors, allowing the project to be completed within the original time allocated for completion and within the budget.
